I use frontpage becuase i prefer visual editing, and it vdepends how advanced you are, if your new to it then i suggest freewebs.com or bravenet.com

You could use something called web Content Management System. You could have links, multimedia and its very easy. It also gives you a free hand in template design, use of databases etc. Here are a few of the free ones: Wordpress Drupal Joomla
