You can buy Icom IC-F11S transceivers from many sources. I would suggest buying new, check out gigaparts.com or hamradio.com You can buy a scanner to listen to your company communications that also have airband channels. You cannot have a radio that transmits on your company channels AND listens to airband channels. This is illegal, and could result in a $10,000 fine PER DAY for using non-certified equipment.

Ebay, Radio Shack, Monitoring Times magazine. Just put "radio scanners " in Google and watch the results. You just need to be sure you get an AM/ FM scanner since aviation is AM.

Have you tried Icom's own website? We find them extremely helpful with specific product information for our clients. We use the Icom UK site but there is an American equivalent if that's where you are. If you are in the UK you can call Wall to Wall Communications to discuss this further. We supply Icom radios and have in-house technicians who are fully qualified to offer advice on various issues. For more information see our website walltowallcomms.co.uk or phone the office in 020 8770 1007.

Ebay is a good source to get field programmable radios in the band or bands you need including dual band, BUT having AM aviation receive in them is pretty much out. The only way if you must have aviation receive is to use an amateur radio that has extended TX.... While its not type accepted for Part 90, most of the major radio makers have no difference in the radios other than firmware which controls features. If you look many of the single band amateur radios have corresponding LMR radios with similar features. Technically 100% this is ILLEGAL, and could land you fines, BIG FINES, so I wouldn't suggest it, but if you really want aviation receive then your going to either go this route or get a cheap scanner for aviation, and a cheap radio on Ebay. For what you save on Ebay you can buy a cheap aviation capable scanner 3-4x over.
